On the Collins project, why weren't insufferable people handed letters of resignation ?

(When the Emirates plane took off at Mascot and bumped the runway, the pilots were handed letters of resignation when they arrived in UAE.)

1. Good question indeed, but at least they knew who to blame, but with collins project, fingers were pointed at too many people, and you can't sack them all - although maybe that would have been a good idea after all :)
